Sibel doesn't say anything about the photos - or the people in the photos - but we can reasonably presume that they are the 21 guilty people in her case. Sibel has broken the photos into three different groups. As you can see, there are a couple of 'Question Marks' instead of photos. I'm not sure why that is the case.
